I have deleted all cookies, set all settings to low in explorer but still nothing..
You mentioned a firewall is it active or were you meaning the built in I.E. firewall.

I am able to get to your site, both by DNS and by ip address..
Check to see if you can ping your site, first by DNS and then by ip, your ip is 18.104.22.168 if your not sure..
I sounds like your ip, (ip at home?) may have been banned by your ISP..

Solved the problem, thanks for the suggestions guys..
The problem disappeared after enabling and then disabling the xp firewall!.
This is for the 'web hosters' out there, I can not access my iPage website at www.24-7mobileaccessories.co.uk and I have followed the instructions that my web host gave to me, namely delete all cookies, remove the firewall (which was not running anyway!) etc..
I even checked with Wanadoo broadband and they are saying that there are no problems at there end..
My web host says he can access my iPage site and that there is no problems with there servers so how come I can not retrieve my emails, view my iPage site or even get into my cpanel?.
If you guys have any ideas I would appreciate it!.
