It should be 644 on both configure.php.
If neither 444 nor 644 work than contact yr ISP and ask if they use SuExce wrapper.
That may be the problem...
Try clearing your browser memory or refresh the screen. You could be seeing a cached page..

Did you changed it on both catalog and admin/includes/configure.php files?.
