Hmm... I need to find out myself. I don't know what is the right answer. I'll do some investigation and get back to you if I bump into an anything. You should email the people at iPage as they probably could answer your iPage question..
90% of the time this is caused by curl...make sure curl is installed on your server...if it is get the path from your server and place it in your authorizenet_direct.php...read the readme file, it tells you exactly where to edit the curl path. good luck..
Curl is installed and the correct path has been placed in the authorize_direct.php.

I would take a look in your Admin>Sessions to see if they are set properly. Do some searches to see what others have their session settings at who are using Authorize.net...
I had the same error and was about to quit after a week, for me it was my triade install the version of curl that installs with it was wrong it needed to be lib-curl which I downloaded from curl site, and save it to my root. works great...

After doing a search and finding a little info on this I went and checked my Authorize.net account for unsetteled transaction and there were none, so it appears that the transactions are not even getting out of my site, Please help..
