I'm stumped. I'm not so sure what is the right answer. I'll do some research and get back to you if I find an good answer. You should email the people at iPage as they probably could help you..
I've applied the changes you've suggested - same result.. Error 404 when attempting file download..
The complete url structure and additional slash were all after thoughts in trying to resolve this....
This is how one of my iPage hosting customers and I got hers to work.
Just showing the download section..
Enable download is ON.
Download by redirect is OFF.
We had NUMEROUS issues with this, and this was the only way we got it to work..
Thats pretty much how I had it at the begning... Same results though when changed through =(..
With dl by redirect off or false I get the same blank page with no action...

I've spent about 90 minutes searching and reading this evening and I can't find a relevant solution to the problem =(..
When I go to download product of the catalog I get an error 404 - file can not be found..
Permissions on thefiles is 755 and pub is 777.
It's a Linux server and download by redirect is on..
Going into the pub directory and doing a ls -al shows the directory name (example) .nhctsjodxwdtjhve (/example) and driving into that directory shows nothing.. No symlink or otherwise to the actual file..
During purchase and checkout the downloads option is available.. And yes, of course the file is present in the /thefiles directory =)..
I'd appreciate another set of eyes to look this over and offer a suggestion or 3 =)..
One thing I noticed is that you have a foward slash before your pub in the first line below. I was getting 404 errors until I removed this. Don't ask me why - I haven't the faintest idea (newbie). All I know is my downloads work now. Hope yors will too..
Below is the pertinent section of code from my site; I note you also have the full address of the /thefiles folder instead of the path I use..
Hope it works for you.
