I know what you mean, but if I "hide" the shopping cart and related buttons and links but leave them in the admin section, would that work?.
Then people would just click around but no way to add to cart and pay..

I am using it as a gallery and have removed all the shopping cart abilities for now... there are many contributions that let you hide the price and buy now features can be turend off or killed so to speak..
This one will hide the price if it is $0.00.

Yes, use the "Hide Price if $0" contrib, and make sure you set all prices to 0..
I also recommend using one of the template systems, then design a template with no links for shopping cart etc..

OsCommerce is a shopping cart system, that's what it does best. If you don't want a shopping cart at this point in time then there's little point in using it. Maybe use something like phpNuke or PostNuke instead?.
You would have to remove quite a bit of code to remove all of the shopping cart functions. As a short-term measure you could advertise on your homepage that it is not a shopping cart, and then just make sure that no Payment Modules are selected in your osCommerce Control Panel..
