This really odd, because that is the sort order I have it in and it still does not add tax to the cost of shipping..

Make sure all of your products are set up as Taxable Goods.
Also make sure you have your tax zones set up.
I am in California so I made a California Tax zone with a sales tax rate of 8.25%..
The funny thing is that the tax calculation is working fine for the products. It is adding the correct amount of gst and pst for the total order except the shipping cost...
My iPage hosting company was able to partly fix this issue. the tax is being charged correctly for the shipping, but you dont' see it in the 7% gst line, it is added into the total and that means that subtotal plus shipping and tax lines don't add to the invoice total..
Example product 100.00.
Shipping 10.00 (tax on this is 7%).
7% tax 7.00 (this should be $7.70).
8% tax 8.00 (this is correct only pst on product).
Invoice Total $125.70 this amount is correct, but if you add all of the above it equals $125.00 the extra .70 is the gst on the shipping; therefore the 7% tax line should read 7.70 and not 7.00..
If anyone has any suggestions I would really appreciate them..
What would be the sql to change all the tax codes on the products table to 2? as per your instrauctions to make sure all products have the correct tax code - in my case 2 which signifies GST.

In any case you the issue is not the tax on the product it is the tax on the shipping..
I have issues with both but it would be easier to put the values into the products table via sql..

I had the opposite problem. My store was adding tax to shipping, but I didn't want it to..
What you have to do is change the sort order in your admin area > Modules > Order Total. Change the Sub-Total to 1, Shipping to 2, Tax to 3 and Total to 4.
So that it appears like this:.
It will calculate in the order of appearance...
