There are several discount contribs. Some discount by customer others accross the board. I don't know one way or the other if any of them utilize zones to qualify the customer for the discount. Unless someone else knows, you may have experiment with more than one of them..
As for taxation, while it is different in the European Union, in North America it is true that you only tax purchases from your own country (and here in the U.S. only from your own state)..

Hello, thank you so much mike, yes it is perhaps purely for the tax problem, perhaps I will play the osc built in tax function first........sorry, but also would you happen to know if I could also do the same thing as for shipping as well??? Like the shipping is free for US customers and then when they go from checkout to the shipping selection page, there could be a page just showing like "You are qualified for free shipping" something like that, instead of the normal shipping page?????????..

I have given your shipping question some thought. The best I can say, it looks like you may have to get some custom code written to do exactly what you describe..
It might be possible to set up something more subtle to accomplish the overall goal of free shipping to a given country. I seem to recall in the contributions that there is a mod to set up a free shipping option. I haven't worked with it, but if it has the same configuration options as the other shipping modules, then it would allow you to restrict it to certain zones (countries). This would achieve a free shipping option for the countries of your choice, but it wouldn't make any kind of announcement...
I don't know but this sounds a proper way to go now......
