Apart from Ryan's suggestion, a temp fix would be to remove Special Items that are also new (via admin panel)..
If the 'Specials' are generated randomly, what are the odds of getting dupes. Not really helpful, but I"m sure your clients will understand that something that is new can also be on special.
At least only till after the designer's holiday...
No, not dups from seperate "new" and "specials" ... just like 2x the same in "new" or 2x of the same in "specails" ....

If your query that is pulling the products from the database is currently beginning with.
Try changing it so it reads..
I took a look at the code and the person that designed the layout has added the specials function in twice, one on top of each other. Each function is going to produce "somewhat" random results, however they are independent of each other and there will always be the chance of seeing the same image on top of each other because they are completely separate calls producing similar results..
You would have to duplicate the specials functionality and then rename the new function and add a list of unique items to that new function, this would accomplish what you are looking for, you would need a person who can program in php/mysql..
