Hmm... I was hoping for a bit more of a complete answer then that. The template is correct for the version of OS commerce I have. Does any one have a better idea of what my problem is? Is there a way to install the template manually? I've tried multiple templates they all do the same...

Why do you think we would be able to help you with a template from another company?.
You need to ask your template maker what went wrong..
This forum is for original oscommerce as that is the install and code we can help you with..

Are you saying you installed osc in the root of your store and the template in the store directory? If not, your template provider is the person to ask...

I have tried several different templates from different sources and none have worked. However there installation process was similar. Not to mention all the directions on the internet for installing templates are also the same. Therefore I put two and two together and thought hey maybe someone at the OScommerce forum would be able to answer this question for me as I bet some of them have installed templates before and the process seems to be similar with different companies templates. Aside from that installing a template no matter what software it's for is a fairly common thing and I did not think it was inappropriate to ask the question in the forum of the software I was using..
I stopped and thought it over just fine for 2 days in fact. I realize that Geoffrey answered the question as best he could and for that I thank him. However there was no way for me to know if someone here could answer it better or not. Which is why made another reply that I was still looking for an answer. Also as I said the problem happened with more then one of the templates I installed so it would seem to me it's not a problem with the template itself. Last, there is lots of stuff in this forum that isn't original OScommerce related.
If that is a rule it hasn't been enforced..

Sorry Did not see you post until after I replied..
Anyway, the store or osCommerce was installed just using the auto install that my webhost provides. So the catalog doesn't have a folder it's just installed in the public_html folder. Then the template was installed from a folder within that public_html folder so public_html/osc..

Then I think you have answered your question about why the default keeps showing, they are in different folders...
Alright, I installed OScommerce the most current version on my site. It works great I installed it in the root directory so I do not have a catolog folder it's just the public HTML folder. Any I installed that then uploaded a theme folder to the iPage website and installed it using the following address.
And the install went fine. However when I look at the iPage website it's still got the default template, the items and catagories from the theme have been added but neither the layout nor the graphics show up, as I said it's still the default template. I've tried it twice with no luck. Anyone know what I'm doing wrong?.
Any help would be great thanks...
As there are hundreds of different template providers I would suggest you ask them or check out their documentation on how to install their template..
Also, a bit late I know, check their template is for one of the later versions of osc..
