Have you modified any of the code dealing with ssl? I know you say you dont have it enabled, however if the section of the code gets modified, then things go all haywire...

If you have these enabled, then disable them. There is a warning with this feature that it is still in development..
To find the answer to this problem you will need to post both of your configure.php files (without the db username and password)..

If you r using a shared ssl you need to set cookies to false..
